Davey's bags e picture shows bags made by Davey's, a longtime Worcester institution founded in 1953 and closed in 1999. e founder of Davey's was Charles "Chester" Herwitz. Born in Swamp- scott in 1927, he began his career in Worcester as the owner of Davey's Retail Store at 47 Pleasant St. In his spare time, he handmade belts and sandals in the basement of the shop. e products became so popular Herwitz closed the store and switched to making leather goods full time. e new business, like its predecessor, was named for Chester's business partner Davida. Eventually the business specialized in handbags, while also producing women's skirts and dresses under the Cottage Tailor Label. Davey's products were sold in depart- ment stores across the country, such as Saks Fih Avenue, Neiman Marcus, Lord & Taylor, and Bloomingdale's. Doherty High is not a TIF/TIE project, but receives support from the Executive Office of Economic Development based on recommendations from the Construc- tion Diversity Monitoring Committee. According to goals set by the city, Worcester residents should make up 50% of the workforce on these projects, except at Doherty High where the goal is 25%. People of color should make up 38% of the workforce, and women, 10%. e goals are part of participation in the TIF/ TIE program, where the owners of the various projects received reduced tax bills based on the increased value their devel- opments brought to the properties.
