In his resigna- tion letter, Terino singles out a pro- posed agreement with New Jersey investment firm TAR Holdings and Karen Singer, which Terino said is not in the best interest of all shareholders. Singer has criticized the firm's poor operational and financial results, citing bad management and the company's by- laws not allowing for director turnover. Terino said the agreement giving Singer and her firm a percentage of board seats greater than their ownership percentage of 15 percent would be to the disadvantage of other shareholders. Westminster firm to lay off 52 employees Illinois Tool Works will lay off 52 employees in April at its Westminster operations ITW Air Flow Management. In a letter to town officials, the com- pany said business was being transferred to other ITW locations due to business considerations. e layoffs represent less than half of the employees at the facility.
