Anthem-Hartford HealthCare reach 3-year deal After a month and a half of acrimonious contract negotiations that led to calls for possible legislative intervention, Hartford HealthCare and Anthem announced a new three-year deal. Financial terms were not disclosed but the agreement means Hartford HealthCare patients with Anthem insurance will once again be able to pay in-network rates for care at Hartford HealthCare facilities. The contract is also retroactive to Oct. 1, which is when Anthem's-Hartford HealthCare's previous deal expired. That means patients who received out-of-network care from Hartford HealthCare since Oct. 1 will pay what they would have paid as if Hartford HealthCare had been in-network all along. Goodwin Hotel closes Harlan Brasserie Downtown Hartford's Goodwin Hotel has closed its French-American restaurant but plans to open a new eatery in 2018. Goodwin Hotel Partners Randy Salvatore, founder and owner of Stamford-based RMS Companies, and Charles Mallory, chief executive of the Greenwich Hospitality Group, renovated and reopened the historic hotel this past May. But the owners closed the Harlan Restaurant Group's Harlan Brasserie Nov. 18 and said they are planning to renovate the restaurant and reopen with a new concept, name and operator. Mallory said the change is "not a lateral move" but an "upmarket" improvement that aims to "elevate" the Capital City's food scene. The new operator has not yet been named, but Mallory said the owners have chosen someone "who is very familiar with the Hartford region and is equally as passionate about the continued revitalization of the area." South Windsor pasta maker launches 70,000-sq.-foot expansion South Windsor pasta maker Carla's Pasta has broken ground on a 70,000-square-foot expansion at 50 Talbot Lane that will add up to 60 employees when finished. The facility is the company's third expansion in 15 years and is scheduled to open next spring. The new building will bring the company's footprint to more than 150,000 square feet, with the potential for up to another 115,000 square feet of future expansion, said Carla's Pasta founder Carla Squatrito. Carla's Pasta, which makes homemade pastas and Italian sauces, began as a small shop in Manchester in 1978 and today employs 309 people. Features of the new building include automated storage, a new production line, a Doosan fuel cell (with two other new Doosan fuel cells to operate at the existing building), use of stainless steel throughout the building for sanitary purposes and thermal efficiency walls. CT budget deficit crosses emergency action threshold Gov. Dannel P. Malloy intensified pressure on the legislature to come into special session to repair the new state budget, projecting a $203 million deficit that exceeds a key risk threshold. But while Malloy may now have to develop a deficit-mitigation plan, it remained unclear whether legislators would meet to resolve the shortfall before the regular 2018 session begins on Feb. 7. The governor previously warned lawmakers last month that he feared the budget they were crafting was not in balance. State law requires the governor to prepare a deficit-mitigation plan whenever the comptroller certifies a shortfall exceeds 1 percent of the General Fund.
