Q: When the final budget gets approved, what should the business community expect? Will lawmakers stick to Malloy's plan to not raise business taxes? A: Lawmakers never cease to amaze the small business community by attempting to use them as a means to generate addi- tional revenue. With several large and small companies leaving Connecticut for more economically friendly states, the hope is that legislators will view the development of our state budget as a tool that can help entice more businesses instead of scaring existing ones away. Connecticut's spending problem is something that requires inter- vention before we lose the businesses still attempting to operate here. Q: What is the mood of your mem- bers in terms of the "state" of the state of Connecticut? A: Compared to this time last year, and since the election in particular, it has improved marginally, due to a variety of factors. Our members understand that it will take a great deal of effort and time to right the ship here in Connecticut, but unless the legislature passes a solid, on-time budget and doesn't put forth any new mandates on small businesses, their patience and mild optimism will quickly wane. n Q&A: Markowski committees, including Senate Bill 963, which seeks to get Connecticut's antiquated haz- ardous waste generator regulations consis- tent with the latest federal rules, which are considered easier to understand and follow, Brown said. Brown said exempting companies from regulations early on could make Connecticut more attractive to startups, which is important to a healthy economic climate. Frantz said he hopes his bill leads to specif- ic recommendations in agencies where legisla- tive action could improve the business climate. Opening a food franchise, for example, "we have to agree that regulations, to a cer- tain degree, are really important — you don't want there to be any food illness epidemics or anything like that," he said. "But it's not the most friendly of states in which to get permission from the Department of Public Health to start operating," he said. Perhaps two or three health staff, instead of focusing only on regulatory enforcement, could help startups comply with regulations over a period of time to allow the businesses to get established, Frantz said. It's not about exempting businesses from regulations, but being flexible where perti- nent and creating a positive business envi- ronment, he said.
