HMO MEMBERSHIP BY PRODUCT TYPE HMO membership declined in both the fully- and self-insured segments of the market, though 70% of fully-insured members belonged to one in 2014. POTENTIALLY AVOIDABLE HOSPITAL ADMISSIONS The risk-adjusted rate takes into account the differing patient types at each hospital. Its purpose is to make comparisons between providers more fair, and to avoid penalizing hospitals that take in sicker, more complicated patients. The observed rate is the actual rate, either per number of residents or number of discharges, that a hospital experienced over the measurement period.
