A 2013 review of eight studies on the effects of the California law on patient outcomes noted that three of the studies found both positive and negative effects while five reported no significant changes. Spetz cautioned against drawing the conclusion that the law didn't do anything for patients. There may be evidence that researchers haven't been able to pin down regarding patient outcomes, or other factors that confuse the findings. And, she said, the improved outcomes for nurses' working lives are important for their own sake. "It does matter if your nurses are not burned out, quitting, and so on," she said.
