CEI's Ron Phillips to step down in 2016 Ron Phillips, CEO and president of Coastal Enterprises Inc., is planning to retire next year, nearly 40 years after he founded the nonprofi t. Phillips con- fi rmed to the Portland Press Herald that he will step down in July 2016, which he said will give the nonprofi t community development corporation enough time to fi nd a successor. He said he has been working with CEI's board on this since December. Ellen Seidman, chairwoman of CEI's board, said Phillips "has devoted a major part of his life to CEI, and to developing and enhancing strate- gies for investment in people and places at the margins of society in Maine and throughout rural America." Ex-Camden charity head pleads guilty in fraud case Rockport businessman Russell "Rusty" Brace has pleaded guilty to three felony counts related to his $4.6 million embez- zlement from the Midcoast charity he led for 17 years. e Bangor Daily News reported that Brace, who was tried in U.S. District Court in Portland, faces up to 30 years in prison and a multi-million-dollar fi ne for one count of mail fraud aff ecting a fi nancial insti- tution and two counts of tax fraud and making false statements. His sentencing date is set for Sept. 18. DEP gives initial OK to Brunswick train facility e Maine Department of Environmental Protection has given initial approval of the fi nal permit needed to begin construction of Amtrak Downeaster's layover facil- ity in Brunswick. e Portland Press Herald reported that the DEP issued draft approval for the $12.7 million project's storm water permit on June 3. e department is expected to make a fi nal decision on the permit June 17. If the stormwater permit is ultimately approved, Northern New England Passenger Rail Authority would have the authority to begin construction. e project continues to face opposi- tion from nearby residents. Rockland gallery owner proposes 5-story building e owner of Dowling Walsh Gallery in Rockland proposed a $3 million, fi ve- story building in downtown that would allow the art gallery to expand its busi- ness. e Bangor Daily News reported that Jacob Dowling's proposal, which is expected to go in front of city plan- ners next month, would include retail operations on the building's fi rst fl oor and high-end storage for art collectors on its upper fl oors. Dowling owns the proposed site, now a parking lot, which is behind the gallery's Main Street building. If approved, work on the proj- ect would begin in March 2016, with an estimated March 2017 completion date. Masardis mill issues temporary layoffs to 135 e new owner of Fraser Timber's lumber mill in Masardis was expected to lay off 135 workers for four weeks, starting the second week of June, because of a downturn in the market. e Bangor Daily News reported that Quebec-based Maibec, which bought the mill in January, informed employ- ees about the temporary layoff s in late May. "It is only temporary," Charles Tardif, vice president of Maibec, said. " e price of lumber has been going down since January, but the situation is starting to improve really slowly."
