State code leaves buildings using more
energy, despite efficiency measures

T
he heating and ventilation system in the
State Office Building on Capitol Avenue in
downtown Hartford could use an upgrade,
especially to increase its energy efficiency.
Yet the facility, opened in 1931, won't get that
upgrade because state code would require it to
actually use more energy with a new, more ef-
ficient system, robbing the building of any finan-
cial benefits of installing better equipment.
