The increases apply to fully insured individual and small-group plans sold on and off Connecticut's health insurance exchange, covering about 220,000 residents. Insurance Commissioner Josh Hershman said regulators reduced unsupported requests but warned that rate reviews alone cannot control rising healthcare costs, including hospital services, physi- cian care and prescription drugs. It also intends to pursue partnerships and internship Shipman & Goodwin opens Dallas office with two-attorney team Hartford-based law firm Shipman & Goodwin LLP is expanding into Dallas with the addition of two restructuring attorneys. Rachael L. Smiley and Megan F. Clontz are joining the firm's Workout, Restructure and Bank- ruptcy Practice Group from Dallas- based Ferguson Braswell Fraser Kubasta PC. Smiley, who has nearly 20 years of experience, will lead the new office. The expansion follows Shipman's April acquisition of Boston law firm Tarlow Breed Hart & Rodgers, which increased its Boston attorney count to 21. CT regulators approve double-digit health insurance rate hikes for 2027 Connecticut regulators have approved average 2027 health insurance rate increases of 11.3% for individual plans and 15.1% for small-group coverage. Insurers had requested average increases of 16.2% and 17.8%, respectively. Consoli Bortolan founding partners Scott Consoli and Lynn Bortolan will join Harris Beach Murtha along with two associates and two paralegals. Founded in 2019, Consoli Bortolan has worked on several prominent developments in the Hartford area. HBJ Photo | Steve Laschever Trinity College to cover full tuition, room and board for Hartford students T rinity College announced it will cover tuition, housing and meals for admitted Hartford residents beginning in the 2027-28 academic year as part of a new slate of financial aid programs aimed at making the school more affordable and accessible to local students. The Hometown Hartford program will cover about $93,000 in annual tuition, housing and meal costs based on Trinity's current rates. Students must apply and gain admission to qualify. Trinity also will offer half-tuition grants, currently worth about $36,000 annually, to admitted students from Hartford County and five neighboring counties. A third program will cover full tuition for children of eligible Trinity employees. The Hartford liberal arts college, which enrolls about 2,100 students, also is eliminating its application fee.
