She most recently led national marketing efforts for the 988 Suicide & Crisis Lifeline at the Substance Abuse and Mental Health Services Administration, a division of the U.S. Department of Health and Human Services. Her work earned a 2025 Silver ADDY Award and a 2025 Bronze Telly Award. Tamara Felix has joined Windsor Federal Bank in Windsor as vice president and director of marketing and communications. She previously served as senior director and head of B2B e-commerce marketing for The LEGO Group, where she led digital marketing strategy and e-commerce initiatives in the Americas, and earlier was director of brand marketing. Felix earned a bachelor's degree in business management from Western New England College and is a grad- uate of IMD Business School. Luke Delaney has been appointed director of construction at New Canaan-based homebuilding company Carbon Custom Builders. He has more than 20 years of experience supervising high-end residential projects in New York City, with a focus on sustainable construc- tion and Passive House-certified homes. He will oversee job sites and construction operations. Thea Montañez has been appointed to the board of direc- tors of the Greater Hartford Gives Foun- dation, a community foundation that awards grants in Hartford and 28 surrounding communities. She serves as senior advisor to Gov. Ned Lamont and chair of the Gover- nor's Kids Cabinet, advising on policy and interagency initiatives. Montañez previously served as chief operating officer and chief of staff for the city of Hartford and as director of the North Hartford Promise Zone. CATIC, a Rocky Hill-based title insurance underwriter and real estate services company, announced several leadership promotions in its New England region. Nicole Clawson Pratt has been promoted to senior vice president and regional operations leader, overseeing regional operations and strategy. Jennifer Kallenbach has been promoted to senior vice president and regional underwriting manager, leading underwriting and legal activities in the region. Judith Braun has been promoted to senior vice president and regional sales manager, overseeing business development. Chris Kallenbach has been promoted to senior vice president of strategic part- nerships and business development. Dr. Xiao Wang has joined the Center for Gastrointestinal Cancers at Smilow Cancer Hospital and Yale Cancer Center in North Haven as a medical oncologist specializing in gastrointestinal malignancies. He earned his medical degree from the Johns Hopkins School of Medicine and completed residency at the Univer- sity of Pennsylvania, followed by a fellowship at Yale, where he conducted research on molecular testing practices in cancer care.
