PROJECT SPOTLIGHT: TRINITY HEALTH - WATERTOWN Developer: Rocky Hill mixed-use apartment project reaches 95% occupancy A Hamden-based developer said the residential portion of its 213-unit, mixed-use apartment project in Rocky Hill is now 95% occupied, a little more than a year after leasing began. The roughly $60 million Kelson Row project, developed by the Belfonti Cos., was built on a 12.7-acre site that previously housed the long-vacant former headquarters for Ames department stores. First move-ins took place in November 2024, according to the developer. Belfonti has completed 10 buildings so far, including a clubhouse and one building with 10,000 square feet of retail space, with negotiations underway with potential tenants. An additional 6,000-square-foot retail building is planned. Twenty percent of apartments are set aside at affordable rents. Liberty Bank provided construction financing. HBJ Photo | Steve Laschever GLASTONBURY A developer is seeking town approval to build a 266-unit apartment complex on more than 10 acres along Griswold and Main streets in Glastonbury under Connecticut's affordable housing statute. Main St Group LLC, controlled by devel- oper Domenic Carpionato, has applied for site plan approval under Section 8-30g for a multi-building rental development at 95 and 131 Griswold St. and 2938 Main St. The proposal includes five apartment buildings ranging from three to four stories, with 266 units and 453 parking spaces. Plans also call for a clubhouse, pool, sports court and dog park. The site currently contains vacant land and an office building. STAMFORD A prominent Stamford-based apart- ment and hotel developer has purchased a 16-story downtown office building for $13.2 million and is proposing to convert it into 231 apartments. RMS Cos., led by founder and CEO Randy Salvatore, bought the 197,150-square-foot Stamford tower at 177 Broad St. in mid-December. Salvatore said the building is well-suited for housing as office demand has weakened since the pandemic and leases were expiring. The building is nearly vacant, with online job-search and recruiting company Indeed as the only tenant and planning to move out in February. RMS has filed an application with the city and plans to start construction once approvals are secured. NEWINGTON A Cromwell-based developer has filed plans to build a 41-unit apartment complex on a vacant 2.7-acre lot in Newington, with 13 units set aside as affordable housing. Premier Real Estate Services II LLC submitted a site plan application for 103 Louis St., under the state's 8-30g statute. The proposal calls for town house-style buildings up to three stories, with a mix of two- and three-bedroom units. Affordable apartments would be reserved for moderate-income house- holds, including units targeted to resi- dents earning up to 60% and 80% of area median income. SIMSBURY Owners of Simsbury's Simsmore Square, a mixed-use complex on Hopmeadow Street, have applied to rezone the property and modify its site plan to allow construction of a 35-unit apartment building, according to docu- ments filed with the town. The application, submitted by land-use consulting firm LADA, seeks to convert the site's existing B-1 and B-2 zoning to a Planned Area Development designation covering about 11.7 acres and 10 lots with shared owners and infrastructure. Applicants said additional housing is needed amid weak demand for new retail and commercial space.
