An article modifying the Town's zoning bylaws to allow for retail uses in Southborough's IP Industrial Park District easily reached the two-thirds majority it needed to be approved, passing 771-12, according to video of the meeting. e change will allow for Framingham-based Atlantic Man- agement to pursue opening a Costco location at 21 Coslin Drive. In a Sep. 19 letter to Southborough residents, the Town's Select Board urged voters to support the zoning change, saying it would allow Atlantic Manage- ment to pursue plans to construct the Costco. e letter said that in recent years its commercial tax base has been declin- ing or growing more slowly than the residential tax base, arguing the Costco would be a significant step in reversing this trend. "We understand that there is com- petition for this Costco location from other neighboring towns, particularly including Westborough," the letter reads. "Approval of Article One on Oct. 27 is important for keeping Southbor- ough in the driver's seat for this project. As with most real estate projects, time is of the essence for us to bring this project to Southborough." e 166,000-square-foot building at 21 Coslin Drive was once a Dell EMC facility. Natalie Higgins (D-Leominster) proposed a bill to allow a casino to be built in Central Massachusetts to help fund the extension of Commuter Rail services from the Route 2 corridor into North Central Massachusetts. Current Massachusetts law splits the state into three regions, affording each a single full-service casino. The proposed legislation would create a fourth region, Region D, making the cities of Fitchburg and Leominster and the towns of Ashburnham, Lunenburg and Westminster eligible for a casino gaming license. Once a hypothetical casino were established, the state would use 25% of its gaming revenue to build out the railway. The state currently has two full-service casinos: Encore Boston Harbor in Everett and MGM Springfield. When polled online, two- thirds of WBJ readers said the casino should be built in this region.
