2 Worcester Business Journal | November 3, 2025 | wbjournal.com W ith a continued focus on driving economic growth, supporting local businesses, and enhancing commu- nity energy, The Marlborough Economic Development Corporation has played a pivotal role in making Marlborough one of the most attractive and business-friendly cities in Massachusetts. Through strong partnerships and development initiatives, the city has seen major commercial investments and expansions over the last 15 years, especially in the life sciences and advanced man- ufacturing sectors. These efforts have expanded the local econo- my and created new job opportunities with major employers such as Cytiva, Boston Scientific, and Quest Diagnostics continuing to strengthen their operations in the city while adding new oppor- tunities through companies such as Moderna and Sartorius. MEDC's support for small businesses has also been instrumen- tal, particularly through programs such as the Pop-Up Shops and local reimbursement grant opportunities that have helped entre- preneurs launch and grow in Marlborough's downtown district. These efforts have not only activated vacant storefronts but have also contributed to a more vibrant and welcoming city center. Over the past two years, two local entrepreneurs were able to test out the downtown market through the Pop-Ups and eventually move into brick and mortar retail space downtown, one with the help of a reimbursement grant from MEDC. For mid to large size companies looking to expand or relocate, MEDC offers a wide range of resources and incentives designed to make doing business in Marlborough easier. The organization helps with site selection, offers expedited permitting, and access to local and state-level incentive programs, making sure that each project has the support it needs. In 2025, MEDC worked closely with the Mayor and the City Council to ensure the new state crime lab would be built in Marlborough. Through the state EDIP program, the city was able to offer the landlord support through a Tax Increment Financing (TIF) agreement, securing an additional 308 job opportunities in Marlborough and a $200,000,000 investment in new growth. In addition, MEDC works closely with city officials and devel- opers which has helped lead to the successful completion of sev- eral mixed-use development and housing projects, expanding residential options and fostering a dynamic live-work-play envi- ronment. MEDC's efforts to revitalize underutilized properties and encourage transforming old office parks into modern mixed- use spaces, continue to drive activity and investment in the city. Projects like Alta French Hill, which brought 276 residential units, 10,000 square feet of retail, 384 parking spaces to a blighted and underutilized area of the city show how the city is balancing business growth with community development through creative and proactive zoning and policy decisions. Additionally, the city worked with a local developer to propose overlay zoning that would allow for the conversion of an old office building at 130 Lizotte Drive that has been vacant for about a decade, into a 74 unit condominium complex. The developer has plans to con- struct two additional condominium buildings containing 113 units, bringing life and opportunity back to an area of the city that once was bustling with activity.
