HARTFORDBUSINESS.COM | SEPTEMBER 22, 2025 9 DE AL WATCH | BUYERS & SELLERS Middletown proposes tax abatement for downtown apartment redevelopment M iddletown is considering a tax abatement for a downtown prop- erty redevelopment, as a new developer takes over a long-stalled project at the site. According to the tax abatement proposal, ES Goodman LLC is purchasing the property, at 339 Main St., for a reported price of $2.1 million from New Haven-based Upscale Construction. Upscale bought the property — the former Bob's Surplus store — in 2022, and has spent several years and $1.3 million trying to redevelop the 50,000-square-foot, mixed-use building into 42 market-rate apartments. But it put the property up for sale in June. ES Goodman, controlled by principal Eric Goodman of Mystic, says it will largely maintain the approved plans, with "modest" adjustments to reduce the number of apartments and reconfigure a commercial space on the ground floor to accommodate a high-demand café/bakery. 339 Main Street, Middletown. The project sought to develop the warehouses on combined properties at 1000, 1020, 1030, 1044 and 1080 Barnes Road, all of which are owned by Midwood Management Corp. Midwood sought a special permit to construct three buildings in three phases — two 157,000-square-foot warehouses and a 100,000-square-foot warehouse. The commission, on Sept. 8, voted 3-2 to reject the project, citing concerns about truck traffic, and the impact on surrounding residential neighborhoods as well as the nearby North Farms Reservoir, which serves as a summer breeding area for eagles and ospreys. Commissioners also were concerned that the developers did not yet have tenants for the warehouses. FARMINGTON Metro Realty Group has filed an applica- tion with the Farmington Town Plan and Zoning Commission seeking approval for a 64-unit multifamily development on a 5.14- acre wooded site at 8207 Executive Drive. The proposed community would include three buildings with: 24 one-bedroom apartments, 38 two-bedroom units and two three-bedroom apartments, according to documents submitted to the town. The development would provide 100 parking spaces and qualify as "assisted housing" under Connecticut's 8-30g afford- able housing statute. Metro Realty currently owns the unde- veloped property, which is located in an industrial area surrounded by commercial and office buildings. If approved by the town, the devel- opment will receive financing from the Connecticut Housing Finance Authority or state Department of Housing, along with potential low-income housing tax credits, the applicant said. BLOOMFIELD A Florida-based private equity firm recently paid $54.2 million for the Copaco Center shopping plaza on Cottage Grove Road in Bloomfield. The Sterling Organization announced it purchased the 439,644-square-foot prop- erty, which is anchored by a Stop & Shop and Lowe's Home Improvement. The sellers were limited liability compa- nies affiliated with Stamford-based AmCap Partners, a real estate invest- ment firm with more than $1 billion in assets under management, according to its website. At the time of closing, the shopping center was 93% leased, with tenants that include Burlington, Planet Fitness, Dollar Tree, Five Below, CVS, IHOP and McDonald's. Christopher Angelone and Zach Nitsche of JLL's retail capital markets team served as the listing agents. www.borghesibuilding.com 2155 East Main Street, Torrington, Connecticut 06790 860.482.7613 Check out our new website!
