20 40 UNDER FORTY | 2025 AWARDS HARTFORDBUSINESS.COM | AUGUST 11, 2025 Connor Martin accepted the oath of office as mayor of the town of East Hartford on Nov. 13, 2023. He was born in Hartford, but has lived most of his life in East Hartford. Prior to his election, Martin was chief of staff to Mayor Mike Walsh. Before that, he worked as the director of grounds keeping and fleet maintenance at Goodwin University. Martin is passionate about civic engage- ment and community involvement. April Norman is the director of construc- tion for Comcast's New England Region. Since joining in 2010, she has advanced through roles in billing, finance and construction. Known for her collaborative, process-fo- cused leadership, Norman empowers teams through transparency and accountability. Her strategic restruc- turing of the permitting process saved the company $6 million over four years, He served on the East Hartford Town Council and as scholarship committee chairman for the East Hartford Rotary Club. Martin is the vice chairperson of the East Hartford Democratic Town Committee and former commissioner for the Zoning Board of Appeals. Raised by his mother Lisa, he grew up with his late younger brother Caleb. His mission is to uplift and empower the next generation of leaders. What's been your biggest professional accomplishment so far in your career? My biggest accomplishment is being elected the youngest mayor for the town of East Hartford. How are you involved in the community? I oversee all the day-to-day operations of town government, while setting a vision for the future of East Hartford. What do you like to do outside of work? When time allows, I like to draw land- scapes, cook and boat on the CT River. Why do you deserve to be a 40 Under Forty? • Elected as the youngest mayor in East Hartford's history (33 years old). • Elected as the first mayor of color in East Hartford's history. • Within eight years of being involved in local politics, I went from being a zoning board of appeals commissioner to the mayor of the town of East Hartford. reflecting her commitment to opera- tional excellence and innovation. What's been your biggest professional accomplishment so far in your career? One of my most significant accomplish- ments has been leading cross-functional teams to advance leadership develop- ment and foster strategic partnerships. By prioritizing integrity and transpar- ency, I have cultivated self-sustaining teams capable of independently expanding our network into hundreds of new communities. This collaborative effort has resulted in the successful delivery of services to thousands of new homes across New England. Why do you deserve to be a 40 Under Forty? • Successfully led billing system end-to-end testing for complex product testing/regional growth initiatives such as Southern VT Cable Acquisition and Massachusetts Broadband Initiative. • Oversee a team of 150-plus construc - tion professionals across the New England Region. I am responsible for ensuring compliance, accuracy and performance reporting related to P2 utilization, forecasting and active construction projects. • Was NED finalist for Circle of Success 2023: Innovation in Operational Excellence Award.
