Office-to-apartments conversion proposed in Rocky Hill I nvestors that recently paid $4 million for a Rocky Hill office building want to convert the property into 75 apartments. A team of investors led by Hartford-based realty company Staypoint Properties bought the Rocky Hill office building, at 1344-1360 Silas Deane Highway, in late December. The 2.58-acre property hosts a five-story, 83,392-square- foot office building completed in 1984, and a 3,060-square- foot fast-food building housing a Wendy's restaurant. The owners — including Staypoint Properties, Arconn II Realty LLC of Middletown and Zarrilli Enterprises LLC of Wethersfield — are seeking the town's permission to convert the office building into 75 apartment units. The apartments would include 52 one-bedroom and 23 two-bedroom units located on floors two through five. The ground-level space would include parking, a lounge, office and meeting room space, and a fitness center, according to the project application. WEST HARTFORD A restaurant group that announced plans last year to add two upscale restaurants in West Hart- ford Center now also proposes creating a second floor that could have up to six apartment units. Newtown-based Market Hospitality Group (MHG) operates upscale restaurants in the Northeast, including Mercato in Canton, South- bury and Shelton; The Wheel in Stamford; and Marketplace Kitchen & Bar in Shelton. In September, MHG acquired the vacant West Hartford Center building at 978 Farmington Ave., for $5.25 million. The location was home to a CVS Pharmacy until it closed in September 2023. MHG recently filed an application with the town seeking approval to redevelop the property into a new mixed-use building with ground-floor commercial restaurant space, and a new second floor containing five residential apartment units. MHG owner Eli Hawli said in December that his company plans to transform the 11,426-square- foot former CVS site on the ground floor into two restaurants, featuring a fourth Mercato location on one side and the state's first Blu Pointe restau- rant on the other. SOUTH WINDSOR The head of a prominent Ellington-based demolition, abatement and environmental cleanup company is proposing a 69-unit housing development in South Windsor for people aged 55 years and older. James Newbury, president of Bestech Inc. of Connecticut, said he hopes to break ground this winter on a "walkable" community featuring 24 units in duplex-style buildings, 42 single-family homes, and a three-unit residence — all on 32.5 acres off Oakland Road. The units will range from 1,200 to 2,400 square feet each, with two to three bedrooms. Eleven homes will be sold at "affordable" prices, Newbury said. Newbury, 71, said he could have pursued a far denser development with multistory buildings, but preferred a design that fostered a community of connected neighbors. The "Estates at 100 Oakland" will cater to, among others, empty nesters who are downsizing from larger homes, but want to remain in South Windsor, Newbury said. FAIRFIELD A local development firm co-led by a former New England Patriots football player plans to raze a restaurant and one-story office building in Fairfield to make way for a five-story, 90-unit apartment building, according to plans filed with the town. Fairfield-based Skala Partners plans to construct the apartment building on a 1.4-acre parcel on Commerce Drive. The property is home to an 11,042-square-foot office building, at 730 Commerce Drive, and a 4,090-square-foot Rio Bravo Tacos & Tequila restaurant, at 770 Commerce Drive. Skala Partners was co-founded by brothers Aristides and Niko Koutouvides, according to the firm's website. Niko Koutouvides is a former linebacker for the New England Patriots who also played for a few other National Football League teams. The 118,396-square-foot apartment building would contain a mix of studio and one-, two- and three-bedroom units.
