Hartford ready to move forward after land purchase A fter four years of negotiation, developers planning to build an amenity-rich, 402-unit apartment complex off Silver Lane in East Hartford have taken posses- sion of the roughly 25-acre development site from the town. East Hartford purchased the former Showcase Cinemas site in 2016, and then spent millions tearing down the cine- plex to make way for a new development. In 2021, developers Avner Krohn and Brian Zelman filed a joint response to the town's request for development proposals. On June 13, the developers completed their purchase of the property from the town for $1 — a strong signal the roughly $120 million development, called Concourse Park, will finally move forward, said Mayor Connor Martin. Krohn and Zelman were able to close on the property after demonstrating they have access to $70 million in financing needed to complete 300 apartment units, the minimum amount required under their development agreement with the town. The 57-acre site, at 102 Meadow Lane, consists of steep slopes, wetlands, sprawling fields and a brook. It has been the subject of multiple development plans that have failed due to the challenging terrain. The developer is Steve McLarty, owner of Coastland Enterprises. He's being advised by East Hartford-based real estate consulting firm Goman+York to determine the "highest and best use" for the parcel. Previously, McLarty considered potential industrial and commercial uses, including a bus terminal and bus repair facility. But the grade of the land made them unfeasible. Now, McLarty and his team believe the property is best suited for single-family residential development. The project would consist of up to 92 owner-occupied, detached dwellings, ranging from 1,500 to 1,700 square feet, with a combination of two- and three-bedroom configurations. Amenities would include greenhouses, pick- leball courts, community gardens, a dog park, walking trails and other gathering places. TRUMBULL New York-based developers plan to build a 124-unit, age-restricted apartment building on a nearly 6-acre parcel in Trumbull. 12 Cambridge Drive LLC proposes erecting the 130,209-square-foot building on 5.89 acres at 12 Cambridge Drive in Trumbull, according to an application filed with the city. The developers plan to attach the building to an existing two-story, 22,361-square-foot property, making it a mixed-use development. The apartments would be restricted to residents who are at least 55 years old. 12 Cambridge Drive LLC is controlled by MRJ Realty LLC of Hicksville, New York, and Simad Ventures LLC, of New York City. MRJ Realty is controlled by Joshua Friedman and Randolph Mittasch, both of Hicksville, and Mark Cohen, of West Hempstead, New York. WINDSOR Windsor officials have signed off on devel- opers' plans to build two, 150,000-square- foot warehouses near Interstate 91. The town Planning and Zoning Commis- sion, on June 10, unanimously approved a site plan and subdivision requested for development of side-by-side warehouses on 35.7 acres at 176 Addison Road. The proposal is being led by a limited liability company operated by real estate inves- tors Bradford Wainman, of Glastonbury, and Steven Inglese, of Washington, Connecticut. They have repeatedly teamed up for investments in existing commercial build- ings, as well as new construction.
