wbjournal.com | March 24, 2025 | Worcester Business Journal 5 Worcester lab indicted in $8M MassHealth fraud Charges have been brought against a Worcester clinical lab and its owner for their alleged participation in a Mass- Health fraud scheme resulting in $7.8 million in false claims. Central Lab Partners and its owner Cynthia Norton of West Boylston were among seven entities indicted on March 10 by the Suffolk County Statewide Grand Jury following charges brought by the Mass. Attorney General's Office. Of the $7.8 million among the seven entities, the attorney general alleges CLP submitted approximately $1.4 million in false claims. CLP allegedly submitted false claims to MassHealth for urine drug tests and home health services for those at sober living homes that were never performed, were medically unnecessary, and/or were not appropriately ordered by a doctor. For its alleged involvement, CLP has been charged with counts of Medicaid false claims, larceny over $1,200, and Medicaid kickbacks. Norton told WBJ she has plenty of comments but cannot provide them right now on advice from her attorney. Preservation Worcester leader to retire Deborah Packard, the leader of Preser- vation Worcester, will retire from her role as executive director this summer Packard's retirement will put a period on her 21-year tenure with the Worces- ter nonprofit advocating to conserve the city's historic buildings. Packard and Preserva- tion Worcester have been hugely influential in the development and redevelopment of buildings in the city, as the nonprofit has input over proposed projects in historic buildings. e nonprofit is partnered with the City of Worcester's Historical Commission on an awards program to highlight historic preservation projects in the city. roughout her time at Preservation Worcester, Packard's guidance has been pivotal in shaping the organization to what it is today, said Stuart Sadick, presi- dent of its board.
