The building dates to 1915. Westbrook-based Benchmark Construction is lead- ing the work, which includes $8.9 million for emer- gency and safety features such as an elevator com- pliant with the Americans with Disabilities Act and a new ventilation system. In 2024, a second project started that entails masonry work and the installa- tion of a new generator. Both Benchmark projects are being overseen by the city's engineering division. During the work, while City Hall is closed to the public, municipal operations are being conducted in the Penquis building, at 262 Harlow St. Benchmark has also undertaken municipal proj- ects for police departments in York and Old Orchard Beach as well as Old Orchard Beach's Libby Memorial Library and the Kennebunk Ice Rink.
