34 HARTFORDBUSINESS.COM | JUNE 24, 2024 Erin Cabelus E rin Cabelus is the 2024 pres- ident of CREW CT, the state's highest-profile commercial real estate association for women. Her one-year appointment as pres- ident was effective in January, and she's been involved with the group, including serving on the board, for more than five years. The organization, founded in 1987, has more than 14,000 members globally, and connects women in the commercial real estate industry. CREW CT has more than 85 members, with the mission to advance all women in commercial real estate through business networking, leadership development, career outreach and industry research. According to CREW, women occupy less than 37% of the positions in the commercial real estate industry, a percentage that has been relatively unchanged for the last 15 years. Cabelus said a top goal of CREW is to strengthen diversity, equity and inclusion, and to educate women and girls about career opportunities in the field. Outside of CREW CT, Cabelus is an attorney for Rocky Hill- and Hart- ford-based CATIC, which provides title insurance underwriting and other professional services to the real estate community. She is involved more on the business development side, trying to promote the company, the services it offers and its attorney-client members. She also works to support and educate clients dealing with trends and issues happening in real estate, such as new technology. Whenever real estate transac- tions are financed, title insurance is required. CATIC underwrites the policies that are issued by attorneys, and Cabelus is instrumental in developing relationships and being a "brand ambassador" of sorts so that clients pick CATIC, she said. Matthew Pugliese M atthew Pugliese was named deputy commissioner and chief investment officer of the state Department of Economic and Community Development in January 2024, part of a new lead- ership team under commissioner Dan O'Keefe. Pugliese oversees all the agency's real estate, capital projects, brown- field and community development initiatives and compliance activities. He first joined DECD in 2022, when he helped launch the Community Investment Fund 2030 program, which is an $875 million, five-year effort to bolster economic and community development in historically under- served communities across the state. Currently, DECD is taking fifth-round applications for the Community Investment Fund program. Pugliese in late 2023 helped town and state officials kick off the $30 million Founders Square project in Windsor that will bring 106 apart- ments and 12,000 square feet of new retail space to the town center near the train station. The project is benefitting from a $3.2 million Connecticut Communities Challenge grant, which is a DECD program created in 2021 to support multi- family housing development. Pugliese helps oversee that program. So far in 2024, Pugliese has highlighted several projects that have benefited from DECD funding, including the development of 52 affordable housing units in Hebron's town center; the groundbreaking of 17 new affordable units at the Reid and Hughes building in Norwich; the start of a transit-oriented overhaul of the Union Station area in New Haven; and numerous other housing, brown- field and community projects. Previously, Pugliese was an asso- ciate state director of the Connecticut Small Business Development Center, and he held leadership positions in higher education at UConn and nonprofit organizations.
