The $5 million, 18-home affordable housing development was created with financing from the Rural Affordable Rental Housing Program, a state-funded subsidy program, that was refunded with another $10 million from the Maine Legislature and Gov. Janet Mills. The development, which will open to tenants in June, was built using modular components from KBS Builders Inc., a modular home manufacturing company in Paris, Oxford County. The project was managed by SJHight Construction Management and McKenney and Sons. Subcontractors were KBS Builders, Travers Electric, Provencal Plumbing, DMO Landscaping, Bob's Cash Fuel, OpenLot IT, Maine Roof Solutions, Revision Energy, Fitzgeralds Foundation, HiTech Fire Protection and Woodhull Architects. The development team was 55 Weston Avenue LLC, led by Hight, Wilbur and Eng. It's the first phase of what's expected to be a total of 36 units on Weston Avenue, Hight said. PROJECTS OF NOTE AROUND MAINE f A condo building with 13 units and a 15-car parking garage at 246 Eastern Promenade got the OK from the Portland Planning Board. Pre-construction services are being handled by Portsmouth, N.H.-based DeStefano & Associates, which will likely be the general contractor as well. The architect is Carol A. Morrissette of RDS Architects in Portland. Greg Shinberg, a representative for the devel- opment group, ECK Realty LLC, said it's believed to be the first new housing on the Eastern Prom itself in decades. f Sargent Electric Co. in Lewiston, Hanscom and CCB Construction Ser- vices in Westbrook are at work on a Versant Power substation in Machias. f The new Market Basket in Topsham had support from the South Portland engineering firm Gorrill Palmer. Site work was done by Topsham-based Crooker Construction.The general contractor was Rindge, N.H.-based Seppala Construction. f J&J Contractors Inc., which is based in North Billerica, Mass., won the $49.9 million contract to design and build the Madawaska Land Port of Entry, which opened June 6. The con- tract was administered by the U.S. General Services Administration, in conjunction with the U.S. Customs and Border Protection. Construction on a related bridge project for the Maine Department of Transportation is being managed by Woolwich-based Reed & Reed, which had the winning bid of $86.5 million. The bridge is expected to open a year from now.
