from all 23 towns and a 12-member Executive Board. The Executive Board
meets monthly, and the General Assembly meets quarterly. The organization
has adopted a set of by-laws which provide for the duties of both bodies.
This governance model is very similar to many towns and cities that have
select boards/town councils and an annual town meeting. The General Assembly
adopts the annual budget and other operating policies and the Executive Board
is responsible for the daily operation of FirstPark.
