The Maine Department of Health and Human Services received $1.2 million through the Health Resources and Services Administration's State Maternal Health Innovation program. The goal of the program is to expand on and improve resources for maternal health in Maine and the U.S. Tide comes in for Portland's container-ship traffic e volume of container shipping has declined in most U.S. and European ports. But Portland bucked the trend last year, with growth of 4% to 5%. Portland's capacity for handling such goods should also get a boost soon. A $55 million, 107,000-square-foot cold-storage warehouse on the city's waterfront is headed toward comple- tion next February, and could take the port and the state to a higher level in the realm of international trade.
