Horton and Karen L. Dowd in its appellate practice group in Hartford. Horton will serve as of counsel and Dowd has joined as a partner. Both attorneys have decades of experience in appellate law, having argued, briefed, and/ or consulted on cases in the Connecticut Appellate and Supreme courts, U.S. Supreme Court, and Second Circuit Court of Appeals. They previously served as partners at Hartford- based Horton, Dowd, Bartschi & Levesque P.C. A former state Senate candidate has been named executive director of Hartford-based Connecticut Main Street Center, which advocates for downtown revitalization and management statewide. Michelle McCabe, a Democrat, ran for the 28th Senate District, which includes Fairfield, Easton, Newtown, Westport and Weston, in 2020. She was most recently the interim executive director of HomeBridge Ventures, a nonprofit focused on holistic workforce development and re-entry programming for formerly incarcerated individuals. McCabe leads a recently doubled staff of six at Connecticut Main Street Center. Previously, McCabe spent seven years as director of the FEED Center with The Council of Churches of Greater Bridgeport. She built programs from the ground up and led strategic planning and fundraising efforts, the organization said. West Hartford investment advisory firm GYL Financial Synergies has named Michael Green a partner. Prior to joining GYL in 2021, Green worked with Wechter Feldman Wealth Management as a wealth manager and advisory services analyst before being promoted to senior wealth advisor and VP of Parsippany Private Client Services. As partner of GYL Financial Synergies, he will take on a greater degree of management responsibility. Manchester engineering firm Fuss & O'Neill has promoted Jamie Brätt to the role of community development business line leader and vice president. Brätt has nearly two decades of experience in the public sector. She began her career in commercial real estate and community development in Washington, D.C., before returning to her home state of Connecticut to serve as a senior official in local municipal governments, including the city of Hartford. In her new role, she will lead the firm's civil engineering, landscape architecture/planning, and survey departments. Stanley Black & Decker's executive vice president and president of Tools, has stepped down to pursue opportunities outside of the company. Jaime Ramirez, who worked for the New Britain-based manufacturer for 30 years, left effective July 22. Robert Raff, a 20-year veteran of the company who is the head of Stanley Outdoor Integration, has been appointed acting executive vice president and president of Tools. Raff will work with the company's president and CEO, Donald Allan, to help drive growth. Pomfret-based Weiss, Hale & Zahansky Strategic Wealth Advisors has hired Will Armstead as director of administration. Armstead will oversee administration of the firm's offices, systems and functions as well as provide administrative support to the firm's partners and advisors. He brings more than 20 years of administrative and executive assistant experience to the role. Prior to joining WHZ, Armstead served as office manager for Cyteir Therapeutics Inc. The American School for the Deaf has hired Shana Gibbs as director of diversity and special programs. Gibbs will lead the development and implementation of diversity, equity, and inclusion initiatives in alignment with the school's mission and strategic plan. Gibbs will also oversee the school's source interpreting program. She has prior experience as a university lecturer and dual master's degrees in deaf education and educational leadership and policy.
