In her new role, Taylor will focus on new opportunities for BBE, promote the company's offerings, and cultivate relationships with clients and partners to help expand the company's presence throughout the Northeast. Glastonbury digital payments provider Payrailz has hired Steven Dubner as vice president of payment products. Dubner will oversee payment product design, pricing and promotion of the company's digital payment services. He has more than 30 years of experience in the technology and software industry, most recently as senior director of product management at OSG Billing Solutions. West Hartford- based YHB Investment Advisors Inc. has promoted Diane Daley to senior portfolio manager. Daley supports YHB's fixed income investment Diane Daley efforts and has developed an expertise in municipal bonds. East Hartford manufacturer HORST Engineering recently announced several new hires and promotions. They include: ■ John Braz, who has been hired as director of sales and customer service. ■ Elizabeth Clement, who has been hired as director of human resources and administration. ■ Richard Gdovin Jr. has been promoted to the position of director of manufacturing. ■ Timothy Sasur has been promoted to director of engineering. Stetson has also been named president of the organization. Stetson joined Windsor Locks FCU, with $80 million in assets, in 2011. She has worked in various capacities over the years. Prior to being named CEO in 2018, she was the credit union's member services manager. Hartford accounting and consulting firm Whittlesey has promoted CPA Greg LaCasse to director. LaCasse joined the firm in 2017 and has more than 25 years of experience in public and private accounting, including Big 4 experience and four years in the private sector, serving as the CFO for an international retail and consumer goods IT consulting firm. New Britain contract manufacturer OKAY Industries Inc. has hired Joshua Chaffee as a business development executive. In his new role, Chaffee will manage sales planning and execution for the company's U.S. territory, supporting OKAY's growth initiatives and development of long- term strategic partnerships. Chaffee, of South Windsor, has more than 20 years of experience in medical and aerospace precision manufacturing, including most recently as a business development manager for a precision medical tube manufacturer. They include: Chair, Donna Collins, executive producer, media, marketing consultant and special projects consultant for the Hartford Business Journal; Lori Budnick, principal, CliftonLarsonAllen (CLA); Judy Casperson, vice president — small business and community impact branch manager, KeyBank; and Marcia Leclerc, former mayor of the town of East Hartford.
