Garrand Moehlenkamp, an advertising agency in Portland, promoted Ken Matsubara, Jessie Gilligan, Anthony DeBery and Tanya Sweatt to partners. Matsubara is chief creative officer of the firm while Gilligan is chief client officer, DeBery is COO and Sweatt is CFO.
