Windsor Locks OKs $5.5M residential development A Windsor Locks developer has secured all land-use approvals to build a roughly $5.5 million residential development on South Elm Street. M&L Development Corp. plans to erect the 22-unit residential development at 64 South Elm St. Gary Merrigan, a co- owner and Realtor for the development group, said the project will kickstart before year-end, and will be completed in the next three to five years. The development will include 14 colonial-style townhouses and eight single-story ranches. Units are expected to range from 1,200 square feet to 1,800 square feet, and each will have a separate garage for homebuyers. Brennan departs CBIA's CEO post Joe Brennan has officially retired as chief executive of the Connecticut Business & Industry Association (CBIA), the state's largest business lobby. Brennan, whose last day on the job was July 31, has been succeeded by Chris DiPentima, a Middletown manufacturing executive that previously served as CBIA's board chair. Brennan first joined CBIA in the late 1980s as a staff attorney, and climbed the ranks over the years assuming the top role in 2015, succeeding John Rathgeber after his retirement. JCJ Architecture's Utick named Hartford's new planning and zoning chair Hartford's planning and zoning commission has elected a local architect as its next chairperson. The seven- member zoning board unanimously elected Josye Utick, of Hartford- based design firm JCJ Architecture, to fill the seat recently vacated by UConn law professor and land-use attorney Sara Bronin.
