What today is a dated shopping center with a vast parking lot would be turned into a two-building, landscaped complex with more of a village appearance consis- tent with a vision called for in the city's eco- nomic development strategy published in February. Just as that report advocated for, the Village at Nobscot includes buildings placed closer to the street, a mix of uses and parking that's tucked mostly out of sight behind or beside buildings.
