Dodge was previously vice president and counsel at the Insurance Association of Connecticut, where he was one of the chief lobbyists for Connecticut's insurance and financial services industry. Robert Belitz was promoted to president and chief executive officer at Tighe & Bond, a regional employee- owned engineering and environmental consulting firm. Belitz has more than 25 years of experience in the industry. He joined Tighe & Bond more than four years ago as the firm's chief financial officer. Hooker & Holcombe, a West Hartford- based actuarial, investment advisory and retirement plan consulting firm, made two hires to expand its investment advisory group. Pam Minish joined the firm as managing director. She will be responsible for managing client relationships and projects within the sales and management areas of the firm. Brenda Bachman is now retirement plan education specialist at Hooker & Holcombe. She is in charge of developing a comprehensive portfolio of retirement education and financial wellness programs for the firm's institutional clients and their participants. Steven Ryder has joined Farmington biotechnology company Rallybio LLC. Ryder is an experienced research and development executive. At Rallybio, he will help expand the company's drug acquisition and development capabilities. Law firm Murtha Cullina LLP has added three new partners and one new counsel. Attorneys Patricia L. Boye- Williams, Marilyn B. Fagelson and Kristen L. Zaehringer are now partners at the firm. Catherine A. Cuggino has become counsel. The Hartford Foundation for Public Giving has appointed three new members to its board of directors. Estela López is a recently retired interim provost and senior vice president for academic and student affairs for the Connecticut State Colleges and Universities System. I. Charles Mathews is a retired attorney who ran a consulting firm specializing in employment and discrimination law. Mark Overmyer-Velázquez is a professor of Latin studies and campus director at the University of Connecticut- Hartford. Michael G. Vought has been promoted to president of primary casualty and Tiffany Y. Fann was promoted to senior vice president and head of excess casualty at IFG Cos., an insurance company with a branch in Hartford. Vought joined IFG in 2014 and previously worked as managing director and product line leader for primary and excess casualty at Markel. Fann also started working at IFG in 2014 when she established and managed the Atlanta branch for IFG's excess casualty unit. Kaestle Boos Associates Inc., a New Britain-based architectural firm, announced the promotions of four employees. Architect Luke McCoy, a landscape architect, was promoted from associate principal to principal. Gregory Joynt, David McKinley and Brennan White were all promoted to associates. Dallas C.
