Kollar has 30 years of specialized expertise in engineering, precision manufacturing and operational leadership. At OKAY, he will support product engineering and development, and spearhead the company's expansion into new plastic molding capabilities. Hong Tern has been promoted to chief technology officer at Payrailz, a Glastonbury-based digital payments company. In his role as CTO, Tern will oversee all technology related to software development, IT management and product development. He previously served as senior architect at Payrailz. Robinson+Cole promoted four attorneys in the firm's Hartford office to the position of counsel. Those promoted include J. Tyler Butts, Kevin P. Daly, Emilee Mooney Scott and Taylor A. Shea. Katelyn LaVoie has joined Farmington employee-benefits firm OneDigital Health and Benefits as principal and senior benefits consultant. In her new role, LaVoie will focus on strategic initiatives catered to the public sector while considering clients' philosophy, desired objectives and financial stability. Kristen L. Stumpo has joined Goldberg Segalla's workers' compensation practice group in Hartford. Stumpo previously worked for Solimene & Secondo LLP in Meriden. At Goldberg Segalla, she will focus on counseling and defending employers, insurance companies and self-insured clients in all stages of workers' compensation litigation. Jaime Girard was named executive director at River Ridge at Avon, an assisted-living and memory-care community in Avon. Girard last served in a variety of capacities for its sister facility, The Village at Buckland Court, in South Windsor. Catlin M. Wells has been appointed Title IX coordinator at Quinnipiac University. In her new role, Wells will work with an array of campus partners to promote gender equity and inclusion in all university activities and programs. She previously worked as a Title IX investigator at the University of Cincinnati. Cowen Tax Advisory Group, a West Hartford retirement planning and financial advice company, announced two promotions among its administrative staff. Rebecca LaVoie was promoted to administrative/creative marketing specialist. She will be responsible for designing new marketing materials for Cowen Tax Advisory Group, coordinating events and seminars, managing the company's social media profiles, among other tasks. Sara McKinney is now digital/content marketing specialist. She will manage the company's electronic records system, copywriting, content creation, digital platforms integration and email marketing.
